Developing Guideline for establishment and application of safety performance indicators for refining, petrochemical and gas processing activities of Petrovietnam

In 6 chapters, the study aimed to propose the Vietnam National Oil and Gas Group (PVN) Guideline for establishing and applying process safety performance indicators for refining, petrochemical and gas processing activities of PetroVietnam (hereinafter referred to as the Guideline), which included the objectives, content, research methodology for Guideline establishment, as well as the analysis and evaluation of survey results, and the final draft of the proposed Guideline.  

In the world, process safety issues have been strictly monitored in developed countries over the last few decades. Many organizations such as API, IOGP, UK HSE, and CCPS have issued several Guidelines regarding to process safety performance indicators. In Vietnam, many documents on safety management in operation of process systems have been issued and applied by PVN, for example, the Process Safety Guideline for Hydrocarbon Handling and Processing. However, the documents and regulations are lack of specific guidance on the safety management process for each core business sector of PVN.

The authors have conducted a survey in 06 typical plants in the field of oil refining, petrochemical and gas processing of PVN, including 04 plants in the field of oil refining and petrochemical, 02 plants in the field of gas processing. Survey results showed that the safety process management has been well-performed in all surveyed plants. The establishment and application of this performance indicators set would enhance the development of current safety process management of most plants.

Based on surveyed results at these plants, in combination with information from regulations, Guideline and additional references relating to process safety management as well as consultation with experts and companies’ representatives, the author has developed the draft version of Guideline for establishing and applying process safety performance indicators for refining, petrochemical and gas processing activities. The draft Guideline include: Scope of application; the steps to establish a set of process safety performance indicators for oil refining, petrochemical and gas processing; application of the process safety performance indicators and the 4-step division methodology; annexes on the proposed indicators set, explanatory interpretations of indicators, forms to support the plants in the application. The draft guideline was developed according to the following principles: Compliance with current legal requirements; in line with the development status, capability and safety management level of the oil and gas industry in general and each unit in particular; in accordance with the results of field surveys, seminars, expert consultation as well as close collaboration with PVN’s Environmental Health Safety Division, thus ensured the scientific accuracy and practical application of the Guideline.

This guideline will be the important document in supporting process safety management at related PVN subsidiaries. This document will also provide the basis for PVN in auditing performance of process safety management in its subsidiaries to improve the effectiveness of safety management in general.
